The development of value-added mobile services is big booming world-wide. Non-voice service revenue makes up a higher and higher proportion of the gross income of telecom services. In this field, Japan runs far ahead and Korea is at Japan′s heels. In China, the SMS (Short Message Service) market is declining, but the revenue generated from new services such as WAP (Wireless Application Protocol), IVR (Interactive Voice Response) is going up, which ensures a steady development speed of value-added services in China. The regulation enforced by MII (Ministry of Information Industry), to end the disordered charge with which Service Providers and Content Providers (SP/CP) make extravagant profits, bringing the market into an intensive cultivation era.This project mainly focuses on the design of application that enables SPs to connect to message service of ChinaMobile, after the gateway of ChinaMobile platform has been shifted from cmpp2.0 to cmpp3.0, so that SPs can perform message service functionality. This application not only receive users' request packages and send the digital information back to the users correctly, but also saves users' operations into the database, then builds a log file for sharing revenues with ChinaMobile.The paper alse gives introduction to the standards of DSMP,and analysis is given to this Data Service Manage Platform.The project was developed under the environment of GCC /Cygwin, using APIs offered by Neusoft Inc in order to fulfill the logical process of corresponding business transactions. All the functionalities of the application were tested by using White Box and Black Box tests and produced successful outcomes, which achieved all the requirements needed by an SP.
