Since the 1990s, the telecom industry is growing rapidly, with the scale of the telecom networks extended continuously; it is obvious that how to turn the resource of the telecom networks into the ability of the telecom service becomes the critical. At that time, the very first mission of the building up of BSS is to satisfy the people's basic requirement, and in addition is to ensure the QoS. During that period, the computer information system adopted the two-tier structure which is also called Client/Server model, due to its lack of scalability; it is hard to meet fast development of the application system.Due to the huge telecom market of China and the deficiencies of the current Business Support System(BSS), and based on the past experiences of developing BSS, the software developing team at which the author working developed a new generation of BSS named IBSS-CRM which is a most updated version of IBSS 3.0(Integrated Business Support System). The system is based on regulation of CRM of BSS, which is part of the whole regulation of ITSP regulated by CHINA TELECOM. IBSS-CRM indicates the latest understanding and the successful field experience of Beijing EagleTech Company in the area of BSS. And because of adoption of the most cutting-edge technology, IBSS-CRM system was developed with great flexibility, high performance, and good scalability. In addition, the difficulty and work to implement the system was also be reduced. This thesis introduces the design and implementation of parts functions in the Business-Acception module of the Integrated Customer Service SUB-SYSTEM in IBSS-CRM detailed. IBSS-CRM is a set of professional software systems which are supporting all services of telecom operation enterprise. The design of this system abides to the Business Process Framework of the Enhanced Telecom Operations Map (eTom) Model which provided by the Telecom Management Forum (TMF). And IBSS-CRM accords with the standards of production and management of telecom enterprise; it is a most updated Business Support system in the telecom market today.First, this thesis introduces the background knowledge of the telecom support system, followed by a brief introduction of the technologies which are used for design and implementation of this system, e.g. J2EE, ibatis technology, Spring framework and so on. Thirdly is a detail discussion the whole design process of partial functions of the Business-Acception module. Finally, is about summary of the thesis, and the future trend of the BSS.It is demonstrated through this project experience, to develop the system with the Spring Framework can effectively improve the efficiency of system development, and improve the system's portability and reusability.
