| The competition in the telecommunication market has been changed from a pure price war to a multi-level competition in the aspects of product price, customer service, etc. Cooperative business halls, agencies, direct marketers (hereinafter collectively referred to as information clients), which are the main communication media between Quzhou Unicom and its customers as well as its major marketing forces, have played a vital role on its market expansion. Therefore, Quzhou Unicom are pressing for setting up a comprehensive management system for the information clients of China Unicom (hereinafter referred to as CMSIC System for short) which is able to effectively manage the information clients and adapt itself to the continually changing telecommunication market.This paper has introduced the functional design of application modules such as the software architecture, data base platform, web application middleware platform, study of developing language selection, automatic commission settlement, business accounts audit, information disseminating feedback, statistics of business inquiry, system management/jurisdiction management, with a strong emphasis on the design and the implementation of automatic commission settlement system. For the design of automatic commission settlement system it has put forward the designing philosophy of element parameter, classification and rules binding driven business logic and the data structure established with balanced system load and layering data distribution, thus the extensibility, flexibility and practicality of the system can be realized.The establishment of CMSIC system of Quzhou Unicom has upgraded the management to its information clients and brought the business accounts audit and commission settlement under the kernel links of the fundamental management of Quzhou Unicom operating, thus the core market competitiveness of Quzhou Unicom has been greatly improved. |
