Along with the fast development of Internet, the license of 3G (the third generation mobile communications) will be issued sooner or later. Wireless communication products can provide broad band multimedia business with the speed of Mb/s for people, and the intelligent mobile device will become a communication terminal combined many applications with voice, image and data transmission. It will promote the development of the mobile commerence.As a practical application in mobile commerence, mobile fund query and deal system is developed to meet mobile users' demand of the rich and colorful content. Users of the intelligent mobile device can easily inquire fund general information and values, exchange the fund at any time and everywhere by using the system. It makes the investment of fund easier and faster than before, and people living in a quick rhythm can use the intelligent mobile device to improve their quality of life, hence improvement and research on this kind of application is becoming a new trend.In despite of having many advantages and broad marcket prospect, mobile commence doesn't become popular rapidly. The reason is that the securiy issue is not well solved. Recently, the study in mobile commence has increasingly focused on the securiy field. In this thesis, the mobile fund query and deal system deals with sensitivity information, such as bank accounts, so the security is very important. For the sake of it, the system applies WTLS (Wireless Transport Layer Securiy) protocol to meet the requirment of security.On the basis of comparing and analyzing several wireless platforms, the thesis builds a mobile fund query and deal system with the. NET Compact Framework architecture as the front end and. NET Framework application server as the back end. The thesis mainly focuses on design of WTLS module, system framework, wireless client and system realization. The functions of WTLS protocol include user authentication, encrypt data and protect data integrity. During the communication, client and server negotiate encryption, signing algorithms and keys for encryption, and realize user authentication by exchanging shake hands datagram. The system adopts the client/server(C/S) mode. The design of whole framework adopts a N-Tier (Multi-layer) frame, viz. mobile client--application server--database server. Firstly, the thesis builds the system environment, then it gives the design of class objects, detailed realization of some concrete class objects, and at last, it gives the operation results of the system.
