With the popularization of network and rapid development of multimedia technology in recent years, the video streaming transmission technique on the network is applied widely. A lot of network multimedia services appeared, such as video conference, video on demand, long-distant education and network living. The H.264 is the newest international video-coding standard established and released by the ITU-T and ISO/IEC together. It also has wide applications and bright future because of its more efficient compression and friendly network interface. H.264 is introduced in the field of the network video steaming transmission and becomes a hotspots of the field.In this thesis, the related technologies about H.264 coding standards and real-time transmission are firstly introduced. Among them, the choice of real-time transport protocol and the guarantee of quality of service in the network transmission process are one of the main contents of this thesis. On this basis, an end-to-end transmission architecture based on RTP for H.264 video stream on the Internet is put forward, the payload type and packetization algorithm of H.264 video bit-steams is studied deeply. All of these are to achieve both efficiency and robustness for Internet H.264 video.Secondly, the congestion control algorithm based on driven-sender is studied in this thesis. An adaptive congestion control algorithm is put forward and applied to the design of video streaming transmission system.Finally, the test results and analytical reports are provided for this streaming transmission system on the Internet. A lot of experimental data shows that the adaptive congestion control algorithm in this thesis can reduce the packet loss effectively, shorten congestion period and achieve efficient utilization of network resources and TCP-friendliness. Meanwhile, simulation results show that the streaming transmission system has properties of high reliability, transmission efficiency and good stability.
