Nowadays the openness of Internet and the technology of P2P initiate the popularity of P2P files sharing and videos or audios transmission on Internet. The network traffic based of all kinds of P2P protocols increases rapidly and occupies the most bandwidth of the operators. As a result, the user experiences based of Web, E-Mail and so on is decreased greatly, at the same time the network management difficulties are raised for the operators. Aimed at solving the contradiction, developing the unified Intelligent Nodes Overlay Network (INON) was proposed. The INON will be configured the top of Internet. It can not only provide the distributed control, but also support all kinds of new application services such as P2P. Being a concept framework, INON is a whole new technology. This article aims at constructing the INON Network Management System (NMS), then puts forward the design proposal of NMS based of INON and implements it.This text introduces the INON firstly, which is the basis of the Intelligent Nodes network management system. Then this article focus on discussing how to design NMS according to the INON functions, which can make NMS implement the platform function of IN by calling the APIs that INON provided, and how to communicate between NMS and IN, which make the command from NMS deliver IN and guarantee that the command can be executed exactly.The NMS use J2EE to be a platform and use multiplayer architecture, and then apply Struts technology based of MVC design mode, extensive Makeup Language (XML) and Socket technology of process communication to design a open, extensive NMS that is based of Web and cover most INON functions. This article gives a overall structure of NMS, introduces the functional modules design of NMS, and describes in detail the work flow and the main implementation procedure. Finally, it evaluates simply major functions and performance.The appearance of INON provides an effective solution for relieving the tremendous pressure that the P2P traffics brought the network operators. The Intelligent Nodes network management system plays an important role for managing the overlay network platform. The system prototype implemented currently has been evaluated in the lab, and the result can basically satisfy the design requirements of the system.
