Study On The Using Management Of The Cruising-Check System For Transmission Networks Of Gansu Telecom

Due to the more and more fierce competition in the telecommunication markets, Gansu Telecom has to make more efforts on strengthening the maintenance work for its fundamental networks, so as to consolidate the superiority in the industry and provide excellent, reliable services for the customers. The Transmission Bureau of Gansu Telecom, the main body for the maintenance work for the fundamental networks, is responsible for the maintenance and management work for various fiber networks in Gansu Province, such as the National Fiber Trunk of Level 1 and Level 2, Fiber Trunks supporting the telephone lines in the countryside, and the fiber network for the Metropolitan Area Network. For a long period, the maintenance quality is not satisfactory because of the lack of scientific management for the workers in the grass roots level.In 2004, the Transmission Fiber Cruising-check System was constructed by Gansu Telecom and relevant measures were also drafted since then. Thanks to the application the system, the management for all the workers in the grass roots level was fairly improved. However, the effect is not as good as expected due to various inevitable factors.Problems encountered in the application of the Transmission Fiber Cruising-check System are studied in the paper. Based on the theory of creative management and flow improvement, solutions are provided for the flow of the management process; goals for improvement and specific strategies are also given for the application of the system.
