Aiming at the demand of our country public security business currently, the construction of emergency command system seems very importance. It is much more strict to the request of the information security in emergency system especially. This paper have a foothold in the meteorologic emergency command system construction, according to the concrete demand of the meteorologic section and in consideration of the in general use of the system, design an intergrated the advanced DVB-RCS satellite communication system, pass to take the wired Broadband network to gather availably, the information communication of all levels commanding center is realized. And have real-time and effective information transmission with site detective instruments making use of various wireless communication instruments such as broad band microwave correspondence, high-speed lead-in net bridge, numerical various leadins of broadcasting station, CDMA/GPRS, etc. In virtue of advanced international wireless mobile communication technology as the fourth generation mobile communication, under the condition of high speed move and see to be apart from not, realize real-time i-nformation transmission of multimedia information of speech, picture, data ...etc. And, gather the intelligence mutual communication adjusts one degree system, supporting various signal of different communication equipments conversion's become the share signal, carrying out the direct dialogue of a personnel of different communication system, thus resolving the problem that communication be in conjunction with.The communication security in emergency command system also should be an key problem, because satellite communication used in all emergency command system, so this paper discussed much on the data encrypt in satellite communication, the paper bring forward a kind of AES( the Advanced Encryption standard) to mix with the elliptic curve to encrypt to resolve the encrypt to the satellite communication in data encrypt, carried on the improvement to the elliptic curve Menezes-Vanstone arithmetic way specially to raised the elliptic curve arithmetic arithmetic way to carry out the speed biggest. Obtained better result in usage of emergency command system.
