With the intense competition of the telecom enterprises, it is important to make the quickly respond to the market and construct a high effective management of the business process. Now, the telecom industry has problems of the business process automatization and the integration between systems. This thesis analyses the theory of NGOSS (Next Generation Operation Support System) and presents a method of business process management based on ontology and services composition, using it to meet the requirement of telecom industry. The thesis divides the services layer into community layer and concrete service layer. Use the eTOM (enhanced Telecom Operation Map) to fill the community layer. The element in concrete service layer is the web services, which will be registered to the abstract services in the community layer. One of the most important part of the process management is it can provide a good modeling mechanism. We use the ontology as the foundation of semantic, to make the most use of the automatization modeling. Two kinds of ontology are used: metadate ontology and domain ontology. Metadate ontology is to describe the abstract services in syntax and semantic level, domain ontology is to resolve the match problem between services by providing shared concepts. They make the possibility of automate composition of services.Next the thesis discusses the composition rules of the services based on the model of metedate ontology. There are three levels: sytax composition rules, statice semantic composition rules and dynamic semantic composition rules. Each level is discussed in message and operation two aspects. Based on the composition rules, the thesis discusses the process of automation modeling begining with the users' requirement, using the semantic to search the service more exactly and automate generate composition services. At last, the thesis presents a prototype system of the services composition system, and discusses the ways of the process implements, using MDA (Model Drived Architecture) to generation the code describing business process in BPEL (Business Process Execute Language) which can execute in process engine. In the end, the thesis we summarizes the work of our paper and introduce directions for further study.
