After the First and Second Generation development, the Third Generation Mobile Communication will come to our life in this year. The wireless communication technology before the 3rd Generation meanly focused on traditional voice and low rate data service. In the 3rd Generation and the Beyond 3rd Generation wireless communication system, multi-media service including picture, voice, data and other high rate data service will far more than traditional voice service. So, how can we adapt the wireless network to the new type traffic model becomes the emphasis of wireless communication researching.On the background of this, the discussing question in this paper bases on the project of China Academy of Telecommunication Research, named "B3G wireless communication system evaluation and its resource management". According to the Technical Document "Physical Layer Aspects for Evolved UTRA" (3GPP TR25.814), this paper studies and realizes the HARQ technology in the B3G wireless communication system, the simulation platform is realized by C, MATLAB and meanly based on the Windows OS.
