With the development of Information Technology, the society enters into a rapidly developing network era. The increase of the computing ability of hardware, the extension of new generation high-speed network, the expansion of application size and the complication of business demands generate the variety of technology, the complication of application and the distribution of computing, which caused that many application systems are based on the distributed network and multi heterogeneous resources.Take the informationization of Shanghai Social Security System for example, it's built on the information systems of different sections like Social Security Bureau, Civil Affairs Bureau, Medical Bureau, etc. These systems were developed in different periods, using different tools and platforms by different companies. The hardware, operation systems and databases are all different. The'isolated information island'caused by this has already become a serious problem.In order to ensure the integration of data so as to improve the in-time data sharing, a data exchange platform needs to be established inside of the entire Shanghai Social Security system and across multi heterogeneous resources.This paper designs and implements a data exchange platform based on SOCKET communication technology. In this design a kind of information package technology with DXPPACK format is brought in, which can be both adaptable with network transportation and easy for structural searching. At the same time, a new synchronous and asynchronous switching method is also raised, which can increase the reliability, extendibility and stability of the data exchange platform. It's also adaptable to the data exchange of different sub-systems and decrease the complication of the process controlling in the platform. This data exchange platform covers the sections of Shanghai Social Security Card Center, Shanghai Labor and Social Security Bureau, Shanghai Medical Bureau, Shanghai Municipal Public Security Bureau, Shanghai Civil affairs Bureau and Shanghai Housing Accumulation Fund Administration Center, covers many complex application systems.The research content of this paper includes:Defining a kind of DXPPACK format information package which is adaptable to the demands of network transmission and easy for structural searching, and defining its packing and searching methods as well.Research on a method that use various ways in process communication, which is adaptable to the data exchange requirements among heterogeneous systems and convenient to switch between synchronous and asynchronous data switching.And finally describing how to make use of SOCKET telecommunication technology to build the data exchange platform of Shanghai Social Security System based on the above two technologies.
