As the increase of the voltage and current in the electrical transmission wire, the traditional method that based on the principle of electromagnetism already could not satisfy the need of practice. Therefore, the method of fluorescence Optical-fiber technology is adopted, which composed of the system of Optical-fiber fluorescence measurement.The Rogowski-coil is taken by this system as the current transformer in the high voltage part. The small current outputted from the Rogowski-coil is loaded on the component and make into temperature signal. Then though measuring the temperature signal the current information is got indirectly. For increasing the responsible speed of the system, the calefactive stabilization of the component is analyzed. Through measuring the fluorescence lifetime which has single-functional connection with temperature, the information of temperature is got. Simultaneity, the advantages and disadvantages of the two fluorescence stimulated lamp-house schemes which are based on high-voltage and low-voltage are contrasted and analyzed, and the method of improving the system is also put forward.In the low voltage part, after being filtrated,photodiode converted and magnified, the light information could be imported into the data-collection card in the computer, which convert the analog signals into digital signals and make it to be analyzed by the software in the computer. To dispose the data in the software, the method of area integral-ratio is took, and the result processed by software with the visual interface designed is saw by Visual C++ 6.0 which is convenient for analyzing and debugging by people.From the metrical scheme of the system, we can find that the three major leading-edge technology disciplines which are electric power measure technology,optical technology and micro-electronics control technology together are made, So it has a solid theoretical foundation.
