As a new stone's throw wireless communication way, Bluetooth is widely used for its low price, low power and high speed, by which can set up personal area networks between fixed and mobile equipment and share resource with others in the touch.Bluetooth operate between 2.4~2.48GHZ of free ISM frequencies. it can efficiently anti-jamming and spread spectrum by FHSS(Frequency Hopping Spread Spectrum). So it has merit such high speed, low Bit Error Rate and strong anti-jamming.Protocol and principle of Bluetooth is studied include RF, Base-band, protocol of internet applications and the encryption of info in Bluetooth system. Then analyze the principle of frequency modulation and choice, the kernel and hopping frequency. Especially, the co-frequency and near-frequency disturb in the communication path was studied. Meanwhile, the principle and the ability of anti-jamming of AFH was analyzed and studied.Most of all, the principle and flow of encryption in Bluetooth, EO arithmetic and the principle encryption of LFSRS(Linear Feedback Shift Registers) was studied. For it has linearity, the means of "known plaintext attack" to it is effective. In order to deal with this problem, a new encryption base on DES is brought forward. DES belong to group encryption, which is fit for the principle of nowadays internet. Meanwhile, because confusion principle, diffusion principle and avalanche effect exist in DES, key effect each other. Once one of it is changed, some bit of the other key and cryptograph also will be changed. So it can't be divided-and-conqued.For its merit, the vehicle detect implement based on Bluetooth used in SCOOT was brought forward which can conquer this defect of traditional detect technology such as low of nicety ,high of build and service ,short lifespan and easily disturbed by weather. In the end, after the principle and structure of ETS studied, a new ETS based on Bluetooth was printed under the condition of problem and status in the build of nowadays ITS and ETS. Meanwhile, the software and hardware of it was given. Compare to traditional ETS, the new means can conquer some defect such as traffic's delay and huddle, the misplay or embezzlement of the operator, high social charge and lower efficiency. So it has true and scientific significance.
