With the expansion of the power system, the short-circuit current of the system become increasingly larger and larger. But the traditional model of transmission planning problem doesn't take this into account. Based on the study of the traditional model and mathematical calculation, the paper proposes a planning model that considering limiting the power system short-circuit current. The examples of the transmission planning indicates that the model this paper proposed can think over the short-circuit current of the power system, so that the planning result can be more reasonable.The paper introduces breeding algorithm that improved from the traditional genetic algorithm. The improvement of the breeding algorithm that using real-coding instead of binary-coding and improving the breed operation inspired from the inverse operation of genetic algorithm leads to getting a better result and increasing the computing speed at the same time. The paper also proposes a faster method of testing the connectedness of the graph based on adjacent matrix of the graph. The method refers to the operation of combining two short node in circuit theory. With the mathematical model and algorithm that has been proposed in the paper, the author makes the computing program by using Visual BASIC6.0. Practical examples such as a 18-bus system and a 13-bus system of Jiangsu province have proved that the modified breed algorithm has the characteristics of getting desirable planning result and high computing speed.
