Information Technology has changed our life profoundly, so that the concept was widely paid attention by countries all over the world after 'Digital City' has been proposed, researches and practices was carried out in urban development too. Urban planning faced much more burden due to the urban development which was boosted by the rapid Economics' development. Urban planning administration, one kind of the government's administration by operation of law, which mainly focused on the administration in each stage of urban planning, was needed to achieve a higher level. In this situation, being a very important aspect of the 'Digital City', digital urban planning not only developed and innovated the professional techniques positively, but also improved the tools and means by widely application of new technology. Advanced tools were brought out for urban planning administration working due to the application of new technologies in urban planning administration, a typical representative of which was urban planning management information system, UPMIS.The researching and application of UPMIS has lasted for about 20 years, having passed the documents management and image-text management stage, it has achieved a higher level, and has achieved lots of achievements on practicing works. Nevertheless, there were also some aspects need improvements, such as too much paper-kind material was transferred in different department in professional work, too much effect images and blueprints which contain little spatial information was used for representation, and there was long distance to go to adopt the public participation and supervision.This thesis made the structured system analysis and design on UPMIS, following the methodology of software engineering from absorbing the software requirements to primarily system design and detailed system design. This thesis also did these works aiming the former aspects which need improvements: process was improved by using the automation technique and data-centered co-operation way based on the analyzing on working process, function sets of decision support were provided by using the GIS's spatial analyzing capability, the integrated application of GIS and three Dimensions visualization techniques leaded to the function of 3D virtual showing based on the providing 2D maps, this approach increased the spatial dependence and improved the representation effect, also carried out a more understandable and ocular way of the design showing for adopting the public participation and supervision. A platform for public participation and supervision was provided to the public by using the widely-used B/S architecture web site development.This thesis introduced the technologies used in UPMIS, such as automation, GIS and 3D visualization, and proposed the application integration mode of these technologies in system design and implementation, made the thesis a reference material for the other UPMIS researchers and developers' uses.
