Againsting the current fierce competition in the market, China Telecom first proposed the restructuring of enterprise development strategies. That is changing from the traditional basis for the network operator to a modern integrated information service provider. To implement this strategic enterprises must integrate value-added business development and promote business growth pattern. Therefore, as PHS- sms, one of the major value-added business messaging is essential for business development. How to use rich data resources to open up telecommunications short messaging business market and enhance their competitive edge has become an important topic.Data Mining Technology can find the unknown, the law of value from mass of the telecommunications business data. It can provide a strong technical support and business decisions for launch SMS marketing. The article has studied data mining technology in the application of the China Telecom SMS business development, The article mainly as follows:(1) Explore data preparation technologies of the data mining The original messaging business data has been processed by options, integrated, cleaned, reduction and transform. It can ensure quality and effectiveness of data mining,(2) Study the clustering analysis of the relevant theories and methods. Use the K-means clustering algorithm to classify messaging clients, make a detailed explanation to formation of the five-categories customers and tap high-value customers as further study.(3) Study correlation analysis of the relevant theories and methods, On the basis of the cluster analysis ,use Apriori algorithm correlation analysis to find three strong association rules in high-value customers and make a reasonable explanation.(4) In order to understand the overall flow of short messaging business, use trend analysis to detect flow in different periods of change.The focus of the article is the application of the model. Basing on the data model, expounded these enterprise messaging business model is applied to salve marketing programs, it not only meets the information needs of individual users, China Telecom customers can increase the ARPU,provide adequate support for the business decision analysis, gets a "win-win." customers can also induce a scientific and rational consumer messaging.SMS platform PHS dynamic data processing capabilities to improve network quality and resource utilization.In the end Analysis and Application of Telecom SMS service Based on Data Mining have important practical significance.
