Workflow is one of the most important technologies for utilization of modeling, optimization, management, integration and automation of business process. Under the extensive use of workflow, workflow model and the modeling method have won more and more attentions. Meanwhile, workflow-related theories and researches have also attained maturity. However, during the course of the combination of present workflow models and GIS, some shortcomings and limitations of these workflow models are exposed, which restrict the application of the workflow technology to the geographical information field. Based on the workflow modeling of land-use planning management, a workflow model applicable to GIS is studied.After analyzing the fragility of traditional land-use planning management systems in process management and the weaknesses in representing GIS in traditional workflow modeling, it is pointed out that the workflow modeling design for land-use planning management must be GIS-oriented. Furthermore the theories and technologies related to workflow modeling are discussed and the Petri-net modeling as well as the database technology is deeply analyzed. On the basis of these analyses and with the Petri-net description of land-use planning management business process, a system workflow model is designed according to the reference model of Workflow Management System.Based on the model proposed above and the relational database technology the system workflow model is implemented in relational database which is divided into information model, control model and organization model. The representation of geo-spatial data in the workflow model is focused on during the course of the implementation; A model structured of "library-layer-driver" is designed to realize the management of the storage of geo-spatial data and the access to heterogeneous data sources; A concept called "map operation role" is taken advantage of to control the access to geo-spatial data and the model of base state with amendments is employed to represent the temporal characteristic of geo-spatial data.The land-use planning management system based on the model runs well and achieves the expected results, which verifies that the model can not only fully reflect the flexibility of workflow but also combine with GIS effectively. The outcome of this study will provide useful reference to other GIS workflow modeling to some extent.
