Since Inmarsat-A was used officially, maritime satellite ground station of our country built and applied Inmarsat-C and Inmarsat-B/M orderly, developed conventional communication business such as telephone, fax, telex, data and special line for danger etc.; formed a stable clients group with a certain scale in business fields of navigation, ocean, petroleum, and military affairs etc.; and became the main series of long distance communications of our state, achieved great economic and social benefits at same time. Through over ten years'operation, maritime satellite communication system update, perfect and accumulate rich management experiences step by step, and establish its important status in the fields of ocean and long distance mobile communications.Along with the unceasing development of our country's economy, ICT has become the infrastructure to enhance the management and operation level, and increase efficiency and effectiveness.In the face of the problems which caused by our country's vast territory and the imbalance of economic development, such as small covering total area of conventional communication, big geographical difference of service, and big affection by natural condition, satellite communication has become an effective supplement and extension of existing conventional telecommunication network by right of the advantages of comprehensive coverage, non- difference service, stable operation, and reliable communication quality. In which Inmarsat mobile satellite communication system by right of reliability, safty, advanced technology, and reasonable cost performance has become the recognized best choice of global mobile satellite communication industry in more than 20 years of the operation.Our country has a large gap in satellite equipments and satellite ground station core equipments, and foreign products dominate the market. In software R & D,mainly bases on application development or Chinese development of the equipment system software. The research strength mainly is the Marine University, equipment dealers, large shipping companies, and telecommunication operators. The research direction mainly is functional and technical analysis of the system. The management and operation level of maritime satellite ground station in our country still has a certain gap with the advanced countries in the world.Marine satellite ground station will be from the "telecommunication operator" to "communication service provider",which needs "soft", "hard" environment for the expansion.This thesis expatiates on career development and present operation status of maritime satellite ground station of our country firstly; introduces Inmarsat maritime satellite system in Chapter II; briefly introduces Inmarsat-C system in Chapter III; represents design ideas for operation flat of Inmarsat-C communication system in Chapter IV; illuminates design of Inmarsat-C communication system of maritime satellite ground station in Chapter V; illuminates key functions realization of Inmarsa-C communication system of maritime satellite ground station in Chapter VI; and Chapter VII is the summary.This thesis describes project for building the operation flat of"Inmarsat-C"communication system from two points of view of technology and operation. From technical angle, adopting operation platform could:Fleetly develop and deploy new business: operation flat provides flexible and extendable flat to C system operators that development and deployment of new business could be completed as per unified business flow, and quick development and convenient management will be realized accordingly. Reducing operation cost via automatization technology: operation flat provides unified flat to development of communication business, which makes communication services more flexible and fast to improve operation efficiency and reduce operation cost.Improving network processing capacity and flow rate.Improving utilization ratio of communication units: operation flat could utilize present resources on the whole network availably, optimizing efficiency of network resources.Improving service quality: utilizing present network resource to provide higher quality services for clients and further improve service quality.From operation angle, operation flat could: Reducing operation cost and increasing profits.Improving enterprise's production efficiency via automatic operation.The main result of this research is :Lay a certain theory and practice foundation for promoting our country's Inmarsat-C system use, and point the specified direction for the in-depth application in the future.
