With the rapid development of information technology, e-government hasbecome the focus to which governments all over the world pay attention. Inthe information age, the government administrative work has been virtuallyunder the broad supervision. The effectiveness of social management has fargreater impact on the authoritative of government than information relativeisolation in the 1990s. The government is the biggest user of informationtechnology in society as a whole. With effective use of information technology,government can be more diligent, honest, efficient, and provide servicesefficient, fair for people in order to promote social progress. Therefore, useinformation technology to greatly optimize the management of social, aswidely as possible to improve government services to the community, create afair environment for the citizens has become the target government s in theworld.China's e-government was begin in the "Hai Nei project" 1985. China'se-government evolution in 10 years and has experienced continuousexploration and practice in the past. There are many misconceptions in thedevelopment of e-government since the 1980s. For example, misunderstande-government merely as electronic computerized government departments,didn't think much of integration between software development andgovernment affair process flow. Instead, the computer system was used toimitate the traditional manual processing flow. However, a lot of governmentdepartments, treated computer as senior typing tool; or simply taking thee-government equivalent to putting that some government policies andregulations on the Internet. Information technology did not play its due role.The 16th National Party Congress put forward on the "further transformgovernment functions; improve management methods, develop e-governanceto improve administrative efficiency; lower administrative costs, to create a standard, harmonious, fair, transparent, probity and efficient administrativesystem". E-government as an important means of improves managementmethods, need to integrate flow of government affairs, particularly in relationto the allocation of resources and administration of the project approval,project bidding and government stock, enterprise registration.The platform of examination and approval on network is to integrate thetraditional Administrative flow with information technology, promoteopenness in government affairs, make the entire examination process includeapproval, deal and feedback electronic, greatly improving administrativeefficiency, realize of open, public supervision and operation on network,online feedback and better services for the masses. In this paper, the platformof examination and approval is based Java Web technology and has a B/Sstructure, use Weblogic Server 8.1 as Web server and Oracle9i as databaseserver. Java platform itself has features of simple, strong, security, portabilitybring the benefits to system. Web Server Weblogic Server 8.1 and Oracle9iDatabase are advanced in the world and make the system efficient. On thebasis of the original system, software developers analyzed the process flowsand research all the windows work, made further improvement on theintegration of process flows. Now, approval process is more rational, moreefficient. Information can be accessed through the Internet, matrix screen,touch screen and other subsystems by people, interaction is bidirectional.Information Security is most important in e-government. Information ine-government may be related to conflict of interest even national secret.Information Security has become a key issue of e-government development.China has enacted a considerable number of information security laws andregulations. The users of the platform of examination and approval on networkinclude individual person, enterprise and government. Information in platformmust be accessed controlled. PKI are widely used for security guarantee atpresent. Security module of the platform is just based on PKI, which provide data security and identity Authentication. This Security module has three partsof organization, resource management and authority management.Organization is responsible for storage staff information including name,department and cert binding information for identity authentication. Resourcemanagement and authority management specify a resource id for each systemfunction module and assign authorization against roles to achieve variousforms of authorization and access control.Nowadays, e-government often faces problems of isolated islands ofinformation. Years of construction, many departments establish a largenumber of individual applications and systems. The rapid expansion ofinformation did not organize, which lead to a waste of resources, lost ofefficiency and information retrieval difficult. The platform of examination andapproval on network used in Jilin government service center include projectsof 27 government departments which may has theirs own systems. Repeatedinformation only can be input into different systems by hand. The lowefficiency can not be imagined. So we use APACHE AXIS to develop ainformation exchange module based on WebService, for information exchangein the environment of government's network.Currently, the platform of examination and approval on network has beenin normal operation, and the system achieves its design goals. Practices showthe platform improves the efficiency of administrative examination greatly andreduces human errors, it can find relevant Statistical data related of a period oftime quickly to help government officials make decisions. The platform hasbroad prospects in our practices.
