With the rapid development and popularization of internet, wide band services are increasingly diversiform. As the maturation of ADSL and VoIP, many people get to use the IP phone on internet for daily communications. Having the acceptable quality and being very cheap even free, VoIP is used widely. At the same time, the phenomenon of illegal VoIP management on wide band for internal and overseas telephone services appears, and becomes increased. Because of the appearance of illegal VoIP management, a mass of telephone traffic is losing, and ISPs incurr substantial economic losses. Moreover some illegal VoIP manager fabricates legal ISP, but the quality of communication and service level are greatly under the standard of legal ISP, this influences the reputation of legal ISP.Now Jilin CNC has many internet users, among these users, illegal VoIP manager exists or not, how illegal VoIP services menace legal ISP potentially, and what bad influence will be, all of that are questions for Jilin CNC. So deep analysis for instance of VoIP on wide band is imperative under the situation, the urgent affairs are building a VoIP monitoring system to catch the"ash list"of the illegal VoIP managers,user telephone traffic,directions and the calling mode, based on it taking some effective ways to keep within limits, furthest minishing the telephone traffic lose,income lose and the influence of normal telephone operational order.This article firstly introduces the development status of VoIP technique, VoIP technique passes breaking,developing and maturing three periods, it has been maturative, the rapid development of this technique and the more and more abroad applications make a big strike to the ISPs who mostly depend on the income of telephone. Educing the aim of this article is researching how to build a VoIP monitoring system, making ISPs have the ability to monitor the situation of VoIP on wide band, and beat the illegal VoIP managers effectively.The emphases of this article are the part three and the part four, in these parts several popular calling modes are discussed, and the key techniques of VoIP managing are contrastively analyzed. High speed data collecting and analyzing based on hardware, having high speed ports.2. Call track and signal process compound technique.3. Auto-recognasing port and automatic following for multi- protocol.4. Completely analyzing the mode of VoIP management, distinguishing the key equipment.5. The technique of voice information distilling and reverting, particular and exact information of management evidence.6.
