Along with the diversification of the need for data communication, current telecommunication network architecture has been left far behind from the development of new businesses. As a new hope for the entire telecommunication industry, the emergence of Next Generation Network (NGN) indicates the communication network development is striding forward from technology-driven to business-driven, and declares the arrival of a new era of telecommunication. In the near future, communication network will be based on just one core network-NGN, which is deployed on an open network platform , is centered around the operation-control-departed Softswitch technology and at the meantime carries multi-service including voice, data and video and therefore provides support for the diversity, personality and intelligence of the service.In this thesis we introduce the course and future for NGN development, and study its character and advantage, nail down the necessity and importance of the evolution from traditional network to NGN, research in detail Softswitch technology and relevant protocols. We also analyze softswitch-based layered network architecture, and discuss a feasible schema for a smooth transition from traditional network to NGN. We also gets embed into several pivotal issues need to be resolved during the transition to NGN, including security of carrier network and QoS guarantee , NAT traversal, inter-communication with present network, etc, and associated resolution, which provides the foundation of following NGN network plan.In this thesis we analyze some operator's local network, combining present network with research above, put forward a softswitch-based NGN network scenario.The scenario introduces centralized Home Location Register(HLR), centralized Routing Server(RS) and Border Access Controller (BAC) for soft switch application. HLR is used to centralized manage of user data, to store the attributes of broad/narrow band users in the controlled region, to solve the issue that the mutual backup will be unable to real-timely synchronize the amended business data with the backup Softswitch when a separated user database is adopted. RS is used to realize the routing query and dynamic routing data update between Softswitch networks. BAC is introduced to enhance security, QoS and reduce the possibility of traversal into private networks. Meanwhile, we also introduce concretely the construction schemes about the carrier network and the accessing layer, put forward the resolution scenario about the carrier network security and QoS, and We also provide construction programs about the users in the accessing layer such as Group User, Campus User, Inhabitancy users .From the point of view as an operator, application volume for data will finally exceed what for voice, so building future network must be considered. Traditional network has been devoted a mass of funds, it will work for a while. Our research is of pertinence and important practical significance for telecommunications operators to make most of their investment and deploy a smooth evolution to NGN from their current network structure.
