Next Generation Wireless System will be a public and extensible IP-core platform, which is a common infrastructure to inter-connect the heterogeneous networks, such as WLAN, UMTS, Bluetooth and Satellite Network, and make their different protocols compatible. Since these wireless networks are complementary to each other, their integration and coordinated operation can provide ubiquitous "Always best connection" qualified mobile communication to the users, depending on their own requirement. Therefore, the system must support seamless mobility management between all heterogeneous networks, which is also the focus of our research.We deeply study two of traditional mobility management protocols: MIP and SIP, analyze their performance of handoff theoretically and compare with each other, using parameters analytical model. The simulation result shows that it has terrible latency and could not provide seamless handoff. By introducing the concept of "Cross-layer software handoff', we propose Cross-layer SIP-based Mobility Management System (CSMM). It could assemble different layers' information, including link layer's FER, velocity of mobile host, received signal strength, signal transportation delay, and so on, and do cross-layer optimization so as to improve the performance. According to the simulation result, we find that CSMM starts to handoff before layer-2 handoff, and the latency is reduced to delay of layer-2 handoff, which is small enough to realize seamless handover. In addition, we take Personal Network (PN) of MAGNET project into consideration, and develop a cross-layer mobility management solution for PN based SIP, by introducing the establishment delay of IPsec Tunnel into CSMM.
