In the year 1997, on the "International Construction Forum" organized by Oxford University in Britain, more than 30 international famous experts who attended the conference considered unanimously that the change of the industry of construction in the past 5 years is more than the 50 years before, which is caused by the information revolution. Then, international countries, especially the developed countries, thought much of that"using the information technology to enhance the industry of construction", which have become the trend of the development of the industry of construction in international countries. In China, since the reform and opening-up policy carried out, the reform and the development of the industry of construction have gotten remarkable achievement, and the industry of construction have become one of the pillar industry in our national economy. So, the construction administration departments all over the country think much of the construction and management of the construction market. But because the level of informatization on the construction market supervision and business management is not so high, the order of the construction market is still confusion. Since our country joins WTO, internationalization of the construction market has made a big impact and stress on the national construction market and its interrelated industries. Accordingly, in order to confirm and enhance the pillar industry station of the industry of construction, to realize the informatization and scientificalness of the construction market supervision and business management, to enhance the competency of the national construction market and its interrelated industries after our country joins WTO, the information industry department in Heilongjiang Province has made a research on development of information industry—the development of information system of construction market supervision and business management, which is the origin of this thesis.The information system of construction market supervision and business management based on Web includes three subsystems, which are construction market supervision, management of bid and tender for construction project, and application of construction project, and this thesis adopts the combinative method of prototyping and structured life cycle to develop and study on the information system. First, it integrally plans and lays out by adopted structured method. Then, it analyzes the mode and content of construction supervision, and the flow of construction business and construction project application, gives the prototyping system of them. Then it considers the requirement and function demand of the users, improves the prototyping system, establishes a scientific flow, and analyzes its data flow.
