The video coding standard is developed rapidly, and the newest 2 standards are AVS which is proposed by Chinese and China owned the knowledge property right, and H.264/AVC which is the most popular standard around the world. They both began to adopt a new Transform Coding method, which is called Integer Cosine Transform (ICT). And the original method DCT is replaced. Compared to DCT, ICT has the similar compress performance, only need integer calculation, has low complexity for hardware implementation and no miss matching problem between the encoder and decoder. Since ICT has so many advantages, it will be applied to more and more applications.On the other hand, although the high video quality is demanded, the transport band is limited. In this condition, we need an appropriate and good Bit Allocation method to achieve better visual quality when the Bit Rate is constrained. There's a new Bit Allocation method based on HVS which allocates more bits to the areas that catches more attention from human's eyes and allocates less bits to the areas that people will not be interested in.
