With the quickly development of Internet and multimedia communication technology, the traditional communication method can't satisfy the people demand. Humanbeing attach more importance to the expression of face and body, real-time interactive video can transfer information factually. The videoconference is the new communication product, which is developed successfully under the urgent demand. It is not only fit for the family life, but widely applied in various business affairs, long-distance teaching and other fields.The realization of videoconference involve much concerned technique, one of the kernels is video codec, in which rate control algorithm is the primary segment. It affects the output rate and the quality of encoded video directly. In my paper, after analyzing some current rate control algorithms on H.263, I design and implement a new algorithm according as the specfic videoconference system of manufacture under the medium rate.First, the paper introduces the development of rate control algorithm, then provides a review of the H.323 videoconference, clarifies the background and significance of the research, at the same time, introduces some main video standards, such as H.263 and H.264. Secondly, the paper discusses many rate control algorithms and basic principles on H.263 in the world, and analyses the corresponding results, then sets forth and implements the rate control policy for the medium rate in terms of the characteristic and applicated environment of videoconference.The results of the experiments show that it provides more accurate rate control and better image quality contrast with the rate control algorithm TMN8. At last, this paper indicates the limitation of the proposed algorithm.
