Workflow management technology has been applied everywhere. This paper applies workflow technology to configuring water resource in domain of irrigation works in order to improve the efficiency of water resource configuring system and especially the capability of dealing with accidents.At present, the phenomenon of "isolated techno- island" seriously affect our information process of irrigation works, which means each modules are short of relationships beside data's relationships. Because of the differences in water resource, configuring water resource is a complex process, which could be divided to three cases: single resource with single restriction, single resource with many restrictions and many resources with many restrictions. When accidents happen, it will take a lot of time to adjust different control processes. Besides, the traditional system is short of the capability of dealing with the accidents and process's changing, and there is not enough artificial manipulate. The result is not to destroy the project, but to waste water resource. The expense is inescapability.According to the characteristics upwards, first of all, this paper uses UML (Uniform Modeling Language) to Workflow Process Modeling. Expressly, according as the characteristics of control processes, this paper makes use of ECA (Event-Condition-Action), which can isolate the controlling processes and specific function. And it is convenient to extend and update system. To those more complex controlling processes, such as many resources with many restrictions, this paper uses layered modeling method, which might made the workflow modeling much more simple and independent.To prove the correctness of modeling, this paper proposes a method which can transform UML modeling to WF-net. Then it uses a method to predigest WF-net by unite places and transitions. At the end, if the model has one place and one transition, the modeling is correct.On the base of process modeling, this paper study and designs software structure of workflow management system of water resource configuring with the capability of dealing with the accidents, and implement software's prototype.
