With the rapid development of the adult's higher education and the expansion of the number of school and campus as well as the continuous reform of Chinese education system, there is a great demand in workload with more and more complexity in adult's higher education administration. As a result, the requirement of information administration on the Internet becomes imperative in this situation. It is necessary and urgent to develop efficient administration information system based on Internet Network. Meanwhile with the rapid development of adult's higher education and the increasingly larger scale of running school in GuangXi Normal University, computers and Internet network should be urgently demanded to manage numerous and complex work. Based on a complete research and investigation, the requirement for the information management system of credit, according to the multi-client and multi-user characteristics in this system, we design a kind of administration information system of credit hour which runs under the environment of Internet and based on B/S architecture.The thesis comes from the management information system for the adult's higher education credit hour system developed by the Electron Technology Research Institute of Guangxi Normal University for its Adult Education College. And it mainly focuses on designing and realizing of the management information system for the adult's higher education credit hour system. First, this thesis introduces the current situation and the significance of this study,and the result of research by this thesis. Second, after analyzing the system demand, this thesis discusses the whole scheme of system design and realization of a part of main function of system. It explains in detail how to compose a test paper from item bank automatically. Aiming at this problem, in order to handle the contradiction between quality and speed of combination better, an improved genetic algorithm based on segment integer symbol code is proposed in this thesis. The result of our test demonstrates that this algorithm is efficient to solve the problems of restriction in prioritizing the process of automatic test paper combination.
