As Internet technology become wildly popular. More and more developing patents shift from C/S to B/S. Because B/S patent takes advantage of thin client-without installing client program. So it will save the software update cost greatly. All the business and database are deployed in the server to enhance the maintainability of the system.Because the design and development of Web applications are very complicate and costly, we can use frame work to deal with constant and common businesses. Frame work provides some services to support Web applications. It can facilitate the developing process of Web applications and enhance the performance of Web applications.J2EE accelerates the process of software development, facilitates the software maintenance, enhance the software expansibility. More and more attention is paid to frame work design and patent design of software developments base on J2EE platform.In the paper, we discuss the analysis, design and implement of Web developing frame work. First, we discuss the MVC patent. Summing up the design patents and design methods of frame work. Then we analyze and compare the implement principle and characteristic of two popular Web frame work-Struts and Tapestry. And then we discuss the significance and worthiness of integrating Struts and Tapestry. We also demonstrate how to integrate Struts and Tapestry. Finally, we use a project example to validate the feasibility and validity of integrating Struts and Tapestry.
