H.264 is the newest international video coding standard; it is established by joint video team (JVT) which is composed of ITU-T video coding expert group (VCEG) and ISO/IEC moving picture expert group. H.264 has comprehensively applied the video coding theory newest achievement, compares with the existing standard, under the same video quality, the bit rate reduced one about the half, this also meant under the same bit rate, the video quality may enhance greatly. According to the application requests, H.264/AVC may work in many kinds of speeds so that it can be widely applied on Internet/intranet's multimedia stream service, the video on demand, the visible game, the low bit rate motion multimedia communication (video handset and so on), interactive multimedia application, real-time multimedia monitoring, digital television and telecast television, hypothesized video conference and so on, has the extremely widespread development and the application prospect.At present many companies and individual both international and domestic study H.264 standard, the market of product based on H.264 is gradually opening, there is already such product to go on the market on international. This paper is to design the H.264 decoding chip, has completed ASIC design of slice layer decoding in H.264decoder. The arrangement of this paper is as follows:First chapter briefly reviews the video coding technology development course, introduces two standard systems: MPEGx and H.26x; then introduces the integrated circuit design method, describes four abstract levels of the integrated circuit design: The behavior level, the register level, the gate level and the layout level, the design in this paper belongs to the RTL level.Second chapter introduces H.264 video coding standard briefly, including profile and level, bit stream structure and syntax element stratification structure.
