Along with the rapid development of computer network technology and Internet, the internet application benefits people greatly. With the arrival of the information age, the informationization development also brings public security work some new challenges and opportunities. In order to meet the new requirements for law enforcement work by police under the new conditions of reform and opening and socialism modernization construction in China, our government brings forward the const ruction demands for the national public security informationization project - Golden Shield Project, centralizing on public security information work and aiming at strengthening the police relying on science and technology. Along with the development of Golden Shield Project throughout the country, Ministry of Public Security, every provincial Department of Public Security and each City and County Bureau of Public Security have established special network of public security. There are lots of police system operation data and internal confidential information in the special network. The various important information and office system have more and more depended on the increasingly advanced network system.However, with the expansion of network application, the network security risks also become more serious and complex. The damage caused from a single computer security accident can spread to other systems and host computers, which shall lead to greater paralysis and losses in a larger scope. In addition, because of people's lack in understanding on security control mechanism, network security policy and defense consciousness, those risks become aggravating increasingly. For the public security system, once the security problem occurs, there is no weighing of the damage against the police system as the vital department. Aiming at the potential security leaks in network system, various new risks made by hackers shall generate continuously. Those risks result from many factors which all closely relate to network system structure and system application etc. The resolution of network security problem is imperative under the current situation, and appropriate security measures shall be applied aiming at different security risks so as to make whole network reach certain security target.
