Along with the development of urban modernization, the urban traffic scales become larger and larger. It is important to broadcast traffic video information on the internet. Traditional video deploying technology is limited by the bandwidth of the network and capability of the streaming media server. So it is difficult to dispose huge number of video data.In this paper, based on the research about grid and media streaming technology, we have designed a TVGSC Traffic Video Grid Service) System to control and manage the traffic video resource. It uses grid technology to resolve the limitation of resource from bottom layer, and builds a TVGS system prototype of Dalian.First, in the design of system information service structure, this paper extends and improves MDS4 service structure of Globus infrastructure, and presents information service mechanism of multi-node redundancies, which effectively resolves the problem of single node pressure among video information service. It improves information integrity of the whole grid environment.Second, we use a two-tier grid scheduling strategy. Through the interactive virtual layer and node, it gives users an effective guarantee of reliability and stability.Third, traffic video files are huge, dispersion, and it is different demand for users. The paper presented and realized a stagy about data backup, which helps balance the storage and load balancing of nodes.Fourth, the paper construct TVGS model based mechanism of Globus security.Finally, based on the traffic video grid theory and other relative technology, we implemented every module of TVGS of Dalian, and evaluated the performance of the prototype in the grid. The result shows that the TVGS can provide a good service performance under a huge numbers of accessing, and improve the capability of video's management from main server and load balancing of system.
