Along with the economic and social development of the high-speed, unexpected events in society frequent urge all countries in the world safeguarding public safety, referring to the new agenda. Public safety and public service become a very challenging task for government. The efficient use of limited resources, enhancing the government's rapid response to emergencies and the ability to resist risks, and providing a more efficient emergency relief services have become one of the main aspects of urban management.In view of the public safety issues and higher demands, we developed the emergency call system. Emergency Call system is able to determine the location of the call, and the address information will be transmitted to the relevant departments, in order to provide the necessary services. The wider use of mobile phones make the call system which originally was applied to fixed telephone subscribers only far from adequate to meet people's needs demand. To change the status, the emergency call system uses the GPS systems to locate the accurate positioning of mobile phone users. The system not only is developed for the local operators of major users, but for all the operators together unified management, to the maximum to meet all the needs of users.The author, join in the development of the subsystems of the emergency call system - the address information processing system, and go through several stages of the software development: requirements analysis, detailed design, coding and testing processes. System of several major functional modules' design and realization are completed independent by author. The difficulty of the system lies in the development phase of the system for how to achieve concurrency control and improve system performance. The authors use the knowledge of the operating system for the consideration and analysis of concurrency control. After repeated testing, variouscomplicated problems arising from the concurrency phenomenon were solved. In this paper the author's experience of the work of these stages are described. This paper introduces development process of the subsystem. The article focuses on the detailed design and coding work. In the detailed design stage, combination of the design knowledge of object-oriented design model, the paper use visual modeling tool to describe the structure of the main modules of the system. In the coding stage the main characteristics of this system are concurrency control multithreading technology. The paper introduces the multithreading technology which also emerges with the various problems and solutions to the details, which is the reference value for the existence of multi-threaded concurrency control systems development category.
