Digital campus is not only an important component of the information society, but also a prospective role in the revolution of imformation. Since 90s of last century, it has been developing at a high speed. On 10th, Feb, 2004, the Educational Department of Government decided to proceed to the project of Informationization of education. We can forecast the full speed development of digital campus in following days.In our country, digital campus has made much progress. Nearly all the universities have developed their internet system and most of them have built their own LAN, an intergrity information system has been showed here clearly.In our country, digital campus has made much progress. But everything has its own advantages and disadvantages. In the process of construction some deficiencies are revealed very obviously, some of them are exsited very common. Such as without a fine model, the inharmonious of construction and application and so on are affecting us. All these are not little cases, contrarily they are related to the full futhre of the educational imformation construction.Enterprise becomes informative, in particular ERP is efficient, standardized and strict and scientific in management.To response the issues of digital campus, people will naturally think of the introduction of ERP, but digital campus has its own features, for example, it emphasize freedom and innovation, so it's unsteady, unlike the enterprise. Information is the center of the issues in university . Information has its own characteristics: the diversity of sources and processing workings. We should merge the advantages of ERP to build digital campus, and so URP appears naturally.Digital campus is t new stagement of educational informazation. And the URP is the specially appointed appellation of digital campus. URP should based on reality and indicated to the future. we should well plan and design for it not only for the Integrating the existing IT systems, also we need prepare some specification and standard for coming systems. This paper has analysed the not so pleased situation of the construction of digital campus. After that, enchanced the basic theory of URP based on some existing research. Then try to design a development plan and a full framework for the URP. Based on both the plan and framework, I developed a solution and accomplished a prototype of the solution for verifying the reality of the solution. At last, i analysed the deficiency and the expectation of this paper.
