With deeper reforms in every aspect and the lack of water resource, many specific water and gas meters are widely used. It is evaluated that metric meter industry will become a new promising one which will yield ten billion RMB per single year, and will last at least 10 years.The project"New Metering ASIC"will develop an intelligent metering chip which can be applied to all kinds of non-magnetic volume meters. This specific chip has the characteristics of advance metering method, high precision, low-power, intelligentization and interface simplicity. This project is to tackle the key problems brought forward by Tianjin Science & Technology Committee. I am mainly in charge of designing top-level structure, developing the non-magnetic metering algorithm and designing the digital part of this chip using related tools provided by Synopsys. Successful implementation of a new metering ASIC which has independent intellectual property will break market monopolization of foreign companies, support the development of our metric meter industry and bring huge economic and social benefits.The system specification, algorithm design, logic synthesis, functional simulation and final FPGA validation are described in detail in this thesis adopting a top-down manner. The number of electronic components is decreased to the lowest level since the reduction of chip area and power are of prime concern in this design.
