With high speed developing of network technology, the number of Internet users rapid growth, many problems including network congestions, the overweigh of the server's load, the oversized time delay of visiting and so on are puzzling the user continuously. The appearance of CDN(Content Distribution Network) have enormously improved both the visiting speed and the service quality of Internet users. CDN is constructed on a kind of advanced traffic assignment network of the existing Internet. It saves the contents were staid in network server to the proxy buffer servers distributed in each place. And user's requests are directed to the health, usable and the nearest buffer server by the network dynamic assignment controller automatically and the speed of visiting and the reliability of service are improved. And thus the service quality of Internet is improved. But, with the ever more population of the streaming media content in many application domains for example: education, medical service and entertainment, it proposes a new challenge to the CDN technology.The proxy buffer can successfully transmit the static text content, but it has the difficulty in the transmission of the streaming media content. This is resulted by the continuity of the streaming media itself and the hugeness of documents. For a two hours'video document, it is not actual to take the entire document to be an independent network content cache, because it is very easy to exhausts the buffer space. Although several partial buffers methods have already appeared, these cannot really adequate for the situation that the popularity of content and the visiting way both under dynamic changing.The main goal of this paper focuses on the study of how to adjust the existing proxy resources (including partial buffers strategy) to transmit streaming media content quite effectively through Internet.
