The security of watering information management system is based on web (WSIS), and its development is entrusted by the Shanxi Provincial Bureau of Water Resources. This system is used for the information gathering, management, and decision support of the project that is for the safety of watering in the whole province. And the system is of important and practical significance for increasing supervision level of people's security of watering.In the WSIS system development, object oriented analysis and programming has been used, include test-driven development technology, application framework development technology, XML information exchange standards, .NET framework, Web Service, JavaScript technical, component technology, and other key techniques of software development etc. In the requirement analysis stage, the construction of the web system has been realized by UML analytical method. In the design stage, the maintainability and scalability of the system has been improved by the application of framework. In the realization stage, the quality of the software has been guaranteed by the combination of object-oriented programming and test-driven development technology.So far, the WSIS system has realized many software modules of the security of watering ,include current situation management , the blueprint of the project, return of the project, analysis of the project, management of the project, user management project etc. The WSIS system has been put to use already and it meet users'requirement basically.In this paper, the work above that has been done by the author is introduced, include system analysis, development, and test process.
