As the development of computer technology and network, the application range of information technology has been enlarged, especially it has obtained rapid development in the e-government area. To meet the demand of informing information, in e-government in this paper we present a call system which can send information. To be used widely in e-government network, the system's security will become a primary issue.This paper solves the authorization of the call system with RBAC technologies based on X.509 trust model. So the security of the system has been enhanced. First, this paper introduces the structure and principle of the system, and expounds the function of each module. Second, it introduces the trust model based on X.509 digital certificate. Then we analyze RBAC technology, and design RBAC authorization based on X.509 digital certificate. From engineer practice, this paper explains the realization of the authorization module. Finally, it introduces the test methods, test results of the system, a summary of this work and issues would be studied in the future.The final result of the topic is: we design and implement a RBAC authorization model based on X.509 certification. This model realizes users'authentication and authorization. At present, the research result has been put into practical application and the result is very good.
