The concept of e-commerce has the difference of broad sense and narrow sense. Generalized e-commerce (Electronic Business, EB) refers to electronization and network of all trades and professions, including government apparatus, enterprise, public institution, and so on. The narrowly-defined e-commerce (Electronic Commerce, EC) means various commercial activities on which people utilize the electronic method to carry as the centre of commodities exchange.With the developing and applying of Internet technology, e-commerce can develop at the supernormal speed. Meanwhile, the growth of trading volume of e-commerce is very swift and violent too. In North America area, the online retail sales increase eight times every year. Although e-commerce of Europe starts later 18 months than that of., it is not content to lag behind and catch up with the developing level of U.S.A. According to the research report of World Trade Organization, the sales of the global e-commerce was 12 hundred million dollars in 1994, reached 26 hundred million dollars in 1997, having doubled more than that in 1994. The sales reached 500 hundred million dollars in 1998, increased nearly 20 times compared with 1997. A report that the United Nations delivers recently indicates, the turnover of the global e-commerce reached 577 billion dollars in 2003 and it can be up to 1,000 billion dollars in 2010.
