Highway transport is a complex system engineering. Its development associates with many factors such as population, economic, environment and so on. These factors depend on its geographical position. GIS, assisted with computer, provides not only graphic effect by displaying, inquiring and statistics, but also decision support measures and tools to decision maker.During the tenth five years project, the transport system of HLJ had been developed quickly. Along with the increase of highway, it is becoming an important problem that the management of highway information and using highway resource to serve people's community life. So, the development of GIS for transportation is very meaningful in realistic.At present, many of GIS systems can manage inquiry, present, analysis and process static information associating with geographical position. But, they can't describe and simulate complicated behavior and process. The dynamic simulation and forecast of complex system based on GIS is a result of wide application of GIS. Therefore, the model of SD with non-spatial dynamic simulation melted with spatial analysis of GIS technology can make full use of their advantages. One of this dissertation's main researches is the second development technology of GIS. Based on the third data, we accomplished the e-map of HLJ highway transportation, realized translating transportation information into map.Second, in this dissertation, we studied the shortest path arithmetic and fulfilled it according to DIJKSTRA arithmetic. Further more, this dissertation show a SD model of HLJ highway transportation system using the method and theory of SD. Then, under the circumstance integration of GIS and SD, this dissertation studies how to simulate the affect of macro-policy to highway transportation system and provide decision support to the department who manage highway system.
