With the mobile communication business fast growing in china, competition for more consumers becomes more and more furious among mobile corporations. The key point of competition is the improvement of service quality and the increase of business, and the increase of product kinds leads to a higher and urgent requirement for service quality. From technical aspect, the improvement of service quality needs all-around upgrade of the whole mobile system in hardware and software. This thesis puts focus on the improvement and upgrade of one subsystem of the whole mobile system, which is HLR user management system. Because mobile agents continuously develop varied profits business, HLR user management system has to process more and more data, but it will take a huge cost on the upgrade of HLR exchange hardware.
