Today network technology, information treatment technology, database technology are endlessly flourishing. Information has become a kind of liveliest resource. All kinds of society management means have changed entirely. Many of management information systems have appeared. In past, people handled information in way of filling report forms. Today people handle information by network technology, information treatment technology and database technology conveniently, quickly and accurately. It simplifies managers and staff's procedure in work. It also can utilize resource sufficiently, spare work time, enhance work efficiency, ensure data accuracy in transmitting.Study and development on B/S PMIS of independent college were thought for adapting society current and satisfying requests of the college.The dissertation simply explains to the concept, theory, technology and developing trend of MIS. It also analyses content request and function request of PMIS. Through applying SQL database technology, PHP program technology and making technology in page, we devise and carry out it.We elaborate for running atmosphere, structure planning, module planning, function planning, process planning, page planning, code planning of PMIS, etc. we put forward the basic way of carrying out function, process, database, inlaying program into page. We put forward ideas of maintaining system and database.
