With the rapid development of mobile communication technology, people wish to be provided with multimedia services access to wireless network at anywhere and anytime. Nowadays, the third generation mobile communication system is gradually moving towards the commercial stage. It is developing rapidly in Europe, South Korea and Japan which, are started to provide the 3G data service. And in our country, under the organization of the ministry of information industry, From March 2004, four operations are all positively participated in the 3G-experiment network construction. As for China Netcom, one of the operations to track and confirm WCDMA R4 network technical performance and the maturity organizes in 2005 in Beijing multi- factories core network compatible network technology experiment. Especially China Netcom Beijing Branch, after testing the Ericsson experimental system, proposed conforms to the Beijing characteristic WCDMA R4 core network plan.I am the major of the project took part in the whole process.The present paper first concisely introduced the next generation mobile communication system and the characteristic: the 3G system has Unified frequency band, unified standard and can Provides the higher frequency spectrum efficiency,richer system capacity; It can also provide the multimedia services. The paper then compared WCDMA R99 and WCDMA R4 respective characteristic, affirmed WCDMA R4 core network stratification, and network plan as considered for operation and market. The paper continued to use a chapter of content to explain the WCDMA R4 core net stratification, some more important equipment interface and signaling.
