Along with the rapidly development of the modern information technology, E-commerce is becoming a strong support of the Internet economy in the new generation, logistics as a important part of E-commerce is asked for better development.In the field of logistics, how to quickly and exactly get customers' information and develop the business opportunely and also effectively and properly accomplish delivery are decisive influence for enterprises' competitive competence. In our country, E-commerce is growing fast now, but logistics industry is given little attention. Communication between enterprise and customers is still convertional instrumentality, that is inconsistent with convenient E-commerce, and also become a bottleneck of E-commerce's development.Logistics confronts the vital question of innovation, which has a 'bright lamp'—management software. Enterprises should reject all obsolete conception, and take a new management mode. It can realize opportunelization of info-communication, automatization of business-running, and opitimazition of delivery. The market appeals a veriest software of logistics which with advanced management idea, mature information technology and optimal delivery strategy.This article, after comparing and analyzing several different enterprise systems' construction technologies, adoptes the mature and stable J2EE multi-level system structure, and integrates optimal algorithmic for Vehicle Routing Problem, gives out a complete design and realization of Logistics-delivery management(LDM) platform based Genetic Algorithmic. The target of the system is to realize a stable, efficient, flexible and extendable E-management system, which can exchange the electronic information between the enterprises and customers, and perform the automatic or semi-automatic E-management. This article discusses into the detail of presentation layer , business logic layer, data persistence layer which construct the system, and shows how to optimize the system structure, and how to construct a LDM system which are highly efficient reliable. Besides this, this article especially expatiates on a Genetic Algorithmic for VRP, and on how to integrate it into the system therefore realize an automatization system.At the end this article tests the system's function and performance. Base on the experimentation, it analyses the advantages and the shortcomings of the system, and constructs a delivery model and also validates the superiority of the algorithmic. Finally, it shows a positive future of the systems' development.
