| Characterizing by a variety of different kinds and high quality of real time in the service of Public Security Private Network (PSPN), its main problems at present are band resource limitation, multi-network co-existing, and low extensible capability. In this thesis, a new idea and practicable technique scheme of building multi-service communication network are proposed and presented, in which the networks of the voice, data and video are combined as a whole, and the feasibility and practicability of the scheme is tested by its application in the practice. Based on the comparision among techniques of Time Division Multi-plexing(TDM), IP, Frame Delay and ATM, a new network-building technique called Compositive Multiplexing Technique (CMT) which mixed TDM and IP is put forward, and its model is given. With its distinctive points such as abundant interface, channel multiplexing, various ways of data network building, economy, this kind of technique can solve the main problems in the present PSPN commendably.According to the real situation of Public Security system in Gansu province, from the advanced, extensible and compatible capability point of view, based on CMT model, the platform of Gansu Public Security backbone network is set up and the communication network is built which combined telephone network, data network, video network. In the above process, the main works include equipment selection, circuitry selection, service realization and system configuration. In this design, band division in the physical layer guarantees the real time of voice and video service while adopting band automatically switching technique guarantees the effective band utilization.
