We must assure every downloading process and each kind of software updating in the world is official permitted.The former handset downloading system-OTR System were designed objected on EU Mobile Network and were operated based on low-speed hardware and low-capacity software, which are not suitable for current condition now. We need developing a faster and safer handset software downloading process or system. The HDT System (Handset Downloading Tools System) was designed under that background to raise the efficiency and assure the safety of various mobile's software downloading process. Building upon National Instrument's LabWindows/CVI development platform, the paper confirmed that the managing software of the HDT system can be programmed to control the 3 pieces of 8RSUNI-232-9 cards, a kind of high speed RS232 serial communication port expanding PCI-card, and 2 pieces of PCI-DIO-96 cards, a kind of digital input/output control PCI-card, to realize the automatic software downloading to various mobiles through 24 channels at the same time. There are specifications about HDT hardware to standardize the managing software, which also can make the system's operation and maintenance easier.The paper develop the completed manage software of HDT. It realized multi-thread downloading process; realized compatibility of different downloading software; realize security control of downloading process; realize kindly man-machine interface panel; realize automatic creating log files and realize global updating simultaneously.The HDT system has the feature of high-speed, security and good compatibility in software downloading process. Compare with the OTR system, the HDT system can raise about 8.22 times downloading speed, save about two-third manpower and cut down about 48.95% cost per channel.The HDT system is still too huge to use in some flexibly condition, for example the Custom Care Station and the Aftersales Repairing. With the development of USB-UART technology, the HDT can also use USB connector to decrease more cost.
