Along with the Internet application extended, the new organization administration software and managing mode are growing up, that is, the subordinate unit reports the data by browser/ server/ database(B/S/D):Upper grade section of the organization manage and exchange data via the customer/ the server/ database(C/S/D) method or the whole B/S/D method.For the standardization and efficiency require in the scientific project managing, and to meet the telematic need of vast data, this paper analyze and present the layout, function degain and technical method of a browser/server/database(B/S/D) based scientific project/information managing system. The system succeeded in the Academy-Institutes scientific project/information managing and web-based project consulting and review.Based on the B/S/D scientific project/information managing system we have constructed, vast project and talents information are accumulated. To meet the further query demand of the project manager and system user, data analysis and comprehension are needed for decision-making support.Based on the scientific project/information managing system we have constructed, and to solve the problem of high time-complication and non-user- participation in the knowledge acquisition applications, we design and apply a Rough-Set based active knowledge acquisition algorithm in the expert evaluating system etc. We compare our algorithms with some classical rough set algorithms and the results show our algorithm is efficient and effective.
