Today the development of computer network has bought great changes to the world. Exchange network integrates data service into conventional voice service, which have become new type of grouping voice project—IP voice telecommunication. And with stream media voice processing technology, IP voice telecommunication technology has brought new opportunities to value-added service. In this dissertation, the research focuses on the algorithm of voice Conversion, and on the basis of this algorithm, a system is realized on hardware platform.The main work and production concerned includes:1. Analyzed the relative protocols and theory as to stream media IP voice communication. For example, H.323 is the widest used protocol in constructing IP telephone system. With relative protocols,H.323 provides criterions including voice coding,controlling,transmitting and so on.2. Starting with mechanism of voice production, a new algorithm focused on the conversion between colonies was put forward which set pitch frequency as core parameter, use nonlinear fade model, and choose proper frame length of signal data to process and transmit the voice signal in real time. This algorithm improves the rate of voice conversion in the situation of IP stream media communication effectively.3. On the basis of this algorithm and relative theory, the system is designed in detail of each module and realized on hardware platform at the end.Experiments are taken to test the effect of voice conversion and the results indicate that algorithm is effective and the delay of system is satisfied.
