Workflow is a computerized facilitation or automation of a business process in whole or part. Workflow can be passed and executed in different executor by a series of process rules, documents, information or tasks. Workflow management system is a system that completely defines, manages and executes "workflows" through the execution of software whose order of execution is driven by a computer representation of the workflow logic. Workflow management's primary characteristic is the automation of processes involving combinations of human and machine-based activities.Thermal power generation equipment design process is a complex process needed several departments and many people's cooperation, there are many flowing operations during the process. It can shorten the design periods, optimize use of resource and improve the efficiency of design applying the conception and idea of workflow to the development of design process management system.This thesis applies workflow technology to thermal power generation equipment design process management, sets up model of workflow management based on Object Orient Petri Net. We provide eight Net System Reduction rules to validate the legitimacy of model. Aiming to the hiberarchy of design task, we provide a model of design task management. Workflow techniques are applied to design process management to design and implement a workflow management system adapting to thermal power generation equipment design process management through using .Net technique. The system provides the run time execution environment for a process instance. It is able to interpret the process definition, to control and track workflow events during workflow execution, to navigate activities' processing, to maintain workflow control data, etc.
