The real-time traffic condition analyzing on city's road is an import basal research on using traffic flow guides.It can make suggestions to traffic supervisor, offer gists on city traffic planning decision-making and give advices to citizen about travel.The traffic condition analyzing system based on GIS and GPS floating vehicle research the traffic condition of city road net which has space distributing characteristic. Compared with other traditional traffic condition analyzing system, it has lower requirement on equipment. At the same time, it uses modern information technology to deal with a large number of data of traffic condition and space, to get the exacter real-time traffic condition information on road net.This paper discussed the GPS, GIS and database technology related to the system. It use GPS data from float vehicle, integrated GIS to create the traffic condition analyzing system based on GIS and float vehicle, presented the system architecture, designed system structure, and realized the system.The system is facing two key problems, GPS data map matching and the problem of vehicles' speed compute. This paper lodged and realized a new map matching algorithm based on road net topology without direction parameter, an improved nearest point estimate map matching algorithm and the improved space mean speed algorithm. Test shows that new algorithms have better capability than existed algorithms.Based on the above, designed and developed the software of the road traffic condition analyzing system based on GIS and floating vehicle.It composed by center system, road mean speed estimate module, road service level estimate module and incident dectected module.The system publishs traffic information by GIS, and shows the road service estimate and road incident dectected result on the electronic map. Tested by the real data, the system estimated road mean speed precision is no less than 80% in the 90% time.
