This paper research and establish a P2P architecture based workflow system framework with lossing and coupling property. The goal of proposed system is to provides basic underlying structure for flow controlled and distributed workflow with the help of service oriented workflow language, BPEL.Workflow Management System is a software system which is used for workflow defi nition,implementation and management, interacting with executers(human,applications) Facilating workflow instance's execution, monitoring workflow running status, providing a supporting software environment for run of service system and is similar with the operating system on single computer. It could be difined as business process which has various coveraging range and time span. According to different complication degree of business process and orgnization activities, workflow system could adopt a number of deploymenting method, in which the information, communication techniche and supporting system's architecture may vary.P2P network is a layer of overlapping logic network. P2P structure has significant adavantage over traditional client/server topology. In a P2P network, data and service don't concentrate on certain single point while distribute on every peer(PC, laptop, PDA, mobile phone, etc) which consists of the network. The user could directly control the source which he or she wants to share with others and doesn't need to publish them on certain server.The choice of underlying network base structure and modelling of communication structure should be adapted to varieties of network clients(ranging from mobile computing device to PC) which are increasing constantly in amounts and information exchange between connected peers must meet such requirments:network is permermently connected and availability is limited. This could be realized by the way of loosing and coupling method, clients gathers information when connected and maintains a local knowledge database which provides essential information when peers are offline.Our system consists three function modules:process management, task negotiation and instance execution. Process management unit basically involves the method of process description and community. Task negotiation unit mainly serves for behaviors during task request and distribution. Instance execution unit's function is starting and completing the task instance and managing data flow.
